Are you able to transfer from a California Community College to a UC in one year with the IGETC?

I asked my counselor and he said no, but in the student handbook it says the IGETC lets you transfer without taking the upper division courses. Also, I took classes in spring semester (specifically Intro to Philosophy, Screenwriting, and ENG-1A/English Composition) and it also says that it only counts if they were counted towards the IGETC when I registered for them. If I'm gonna try and transfer in one year, am I gonna have to do ENG-1A again, or can I? Specifically I am trying to transfer from Riverside City College to University of California, Riverside.
