Out of State Transfer Evaluation to CSU/ UCs

I am hoping to transfer into a UC or CSU from a public out of state 4 year university. I am worried that after completing my applications I will be automatically denied admission due to not meeting the transfer credit requirements. Has anyone figured out ways to ensure credits will transfer? I know the admissions office will not evaluate credits until after receiving the application, but I don't know how else to determine if I am even eligible Has anyone successfully transferred into UCs from out of state??
